Can I Make This?

I'm a huge sucker for anything that's sparkly or looks like rain or water so when I saw this I immediately thought "I can make this". Then I wondered if I e-mailed Stacee if she might make me one in exchange for my undying friendship. Either way, I plan to try to make this or something like it this weekend. I'll let you know.....
